Daniel Walters, University of Pennsylvania School of Law, talks about his study of industry capture of agencies. Do business interests have undue influence over the regulatory process? Professor Walters designed a study of rulemaking petitions to look at how much industry can shape regulatory agendas. Unlike other work that focuses on the notice and comment process after many of the most important decisions have already been made, Professor Walters looks at the earliest stages of regulation.
